Position Available: Director Of Social Development

Director of Social Development (Salary $50,000) Management position, 35 hour week position with full benefits which includes health insurance, paid dental/optical, vacation, sick and personal leave.

This position is the liaison between the City and the U.S. Department of Housing and Urban Development and acts as the grant writer and grants administrator for the city’s community planning and development grants.  The incumbent advises the Mayor and  City Administrator on policy initiatives that meet community needs.  This position is responsible for the city’s use of federal funds in compliance with federal regulations, including:  implementation and oversight of public services, housing, and infrastructure programs sponsored or sought by the city under the Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and Home programs and other grants that may become available to the city.  The position involves policy and program analysis and implementation as they apply to community planning, contract administration, community relations, and grants management.  A person in this position will be required to know, understand, interpret and execute pertinent state and federal directives and regulations.  Work is performed under general supervision and guidance of the City Administrator.  This position supervises subordinate clerical staff. Position Available: Deputy Building Inspector (Part Time)

Salary: $22,859.20

DISTINGUISHING FEATURES OF THE CLASS:

Incumbents in this class work as a deputy to a Building Inspector II.  This position is responsible for reviewing and approving or disapproving plans and specifications for simple structures submitted with applications for local building permits.  Duties include inspecting buildings both erected and under construction or repair for compliance with approved plans and specifications, the Uniform Fired Prevention and Building Code, zoning and plumbing ordinances and the Multiple Residence Law.  The Uniform Fire Prevention and Building Code provides a minimum level of safety coverage for New York State and includes standards on building construction, fire prevention, housing maintenance, manufactured housing and handicapped access.  The class differs from that of Building Inspector I, II or III in that the duties involve reviewing less complex applications, performing simpler building inspections and by less supervisory responsibility.  Work is performed under the general supervision of a Building Inspector I, II or III.  Direct supervision may be exercised over technical and clerical assistance.

MINIMUM QUALIFICATIONS:

EITHER:          (A)       Graduation from a regionally accredited or New York State recognized college or university with an Associate’s degree in engineering, architecture or building science;

OR:                  (B)       Graduation from high school or possession of a high school equivalency diploma and two (2) years work experience in building construction;

OR:                  (C)       An equivalent combination of the training and experience as indicated in (A) and (B) above.

NOTE:      Full-time work experience as a qualified municipal building or plumbing inspector or as an assistant municipal building or plumbing inspector or as a zoning administrator or an assistant zoning administrator may be substituted for the above work experience or education requirement on a year-to-year basis. SECTION 8 CODE ENFORCEMENT OFFICER- PART TIME
$19.76/hr

This work involves responsibility for inspecting dwelling units and property within the municipality to determine and secure compliance with codes and ordinances on building standards. Work is performed according to an established routine under the general supervision of administrative or supervisory personnel.  Supervision of others is not normally a function of the class.

TYPICAL WORK ACTIVITIES:

1.         Enters dwelling units and property and inspects heating, lighting, ventilating and sanitary facilities, etc;

2.         Completes checklists to ensure standards are met;

3.         Issues and orders corrections and improvements on unsafe or hazardous conditions;

Position Available: Commissioner of Public Works

The City of Poughkeepsie is accepting applications for the position of Commissioner of Public Works until March 7, 2014. The City of Poughkeepsie, a municipality of 32,736 residents, is located in Dutchess County, New York State.

Position Available: Assessor

ASSESSOR – $60,000 W/ BENEFITS

This is professional work in the valuation for assessment of real property for tax purposes and the preparation of an annual assessment roll.  Work is performed under the general direction of the municipal legislature or the appointing authority.  Supervision may be exercised over the work of appraisal and clerical staff.  Advisory service is available from the CountyDirector of Real Property Tax Services and the State Board of Equalization and Assessment.

TYPICAL WORK ACTIVITIES

1.         Annually values and revalues each parcel of real property;

2.         Utilizes and maintains current tax maps and appraisal cards;

3.         May seek county advisory services in determining values of certain parcels;

4.         Attends all hearings of the Board of Assessment Review;

5.         Makes changes in assessments in accordance with law as directed by the Board of Assessment Review;

6.         Appoints and trains an acting Assessor to perform as needed;

7.         Attends the public examination of the tentative assessment roll at times prescribed by law;

8.         Receives complaints filed and transmits them to the Board of Assessment Review;

9.         Prepares reports of assessment activities as required by the appointing authority or the State Board of Equalization and Assessment;

10.       Provides school districts within the assessing unit a copy of the current pertinent portion of the assessment roll;

11.       Supervises and trains appraisal staff members in the techniques of appraisal and assessment;

(i) If the Assessor has been previously certified by the State Board of Equalization and Assessment as a candidate for Assessor pursuant to Subpart 188-3 of its rules, such certification is equivalent to two years of the experience described in subdivision (1)(ii) of this section if it has not expired.

(ii) For the purpose of crediting full-time paid experience, a thirty-hour week shall be deemed as full-time employment.

(iii) Three years of part-time paid experience as sole Assessor or as Chairman of the Board of Assessors shall be credited as one year of full-time paid experience, and five years of part-time paid experience as a member of a Board of Assessor shall be credited as one year of full-time paid experience.  Paid part-time experience in excess of these amounts shall be credited in accordance with these criteria.

(iv) Volunteer experience in an Assessor’s office may be credited as paid experience to the extent that it includes routine tasks such as data collection; calculation of value estimates; preparation of preliminary valuation reports; providing routine assessment information to a computer center; public relations; and review of value estimates, computer output and exemption applications.

(v) In no case shall less than six months of the experience described in subdivision (1)(ii) of this section be acceptable with the exception of county training as provided for in subdivision (3) of this section.

Position Available: Assessor Aide

$35,963.20 W/BENEFITS

This is specialized clerical work involving the preparation and maintenance of assessment records under general supervision of the Assessor.  An employee in this class is required to operate a computer terminal for entry and retrieval of information.  The work involves the use of independent judgment and extensive contact with the public.  Supervision may be exercised over the work of clerical assistants.

The position requires assisting the Assessor in preparation and maintenance of assessment roll; records changes and updates information files as necessary; ascertains the validity of applications for exemptions;

reviews forms for completeness and accuracy; answers inquiries regarding assessments, tax rates and exemptions; completes annual reports of assessments for the State; assists public by providing information and explaining how to complete appropriate forms; and performs a variety of clerical tasks.

MINIMUM QUALIFICATIONS:

Graduation from high school or possession of a high school equivalency diploma AND:

EITHER:     (A)       Completion of two years of college or business school or secretarial school;

OR:             (B)       Two years of full-time clerical work experience;

OR:             (C)       One year of full-time work experience in an office involved in the sale, transfer or evaluation of real property, such as real estate office, Assessor’s Office or real property tax service agency;

OR:             (D)       An equivalent combination of training and experience.

SPECIAL REQUIREMENT:

Candidates must indicate typing or data entry experience, i.e. a course in typing or data entry, or typing or data entry work experience.
