Building and Plumbing Department
The Building and Plumbing departments are divisions of the Development Department. Each division is headed by a division head that has the
necessary training, expertise and professional certifications as
required in their field to administer their specific functions.
Building Department: Consists of the division head
and subordinate inspectors who issue all building permits, performs
construction inspection, issues Certificates of occupancy when
appropriate, and enforces the Building Code of New York State, and
pertinent sections of the City of Poughkeepsie Code of Ordinances.
Plumbing Department: Consists of the division head
and subordinate inspectors who issue permits for all plumbing work,
heating and air conditioning work, as well as permits for all water
connection, and enforces the appropriate sections of the New York State
building Code and pertinent sections of the City of Poughkeepsie Code
of Ordinances.
All electrical work and plumbing work performed in the City of
Poughkeepsie must be performed by licensed individuals or firms. These
divisions regulate and issue the appropriate licenses for Electricians
and Plumbers. A list of licensed providers is available on the Forms and Applications page or by contacting

Historic District & Landmark Preservation Commission (HDLPC):
The HDLPC is a group of City residents, appointed by the Mayor, who are charged with reviewing all plans for the moving, exterior construction, alteration or repair, landscaping or demolition or any change in the exterior appearance of places, sites, structures or buildings designated landmarks or landmark sites and all places, sites, structures or buildings wholly or partly within the boundaries of a historic district. The Commission also considers applications for designation of historic landmarks and/or districts and makes recommendations regarding those applications to the Common Council.
Meetings are held on the 3rd floor of City Hall in Common Council Chambers on the fourth Wednesday of the month at 7pm. Occasionally, due to holidays, meetings need to be rescheduled. It is suggested that anyone interested in attending contact the Building Department at (845) 451-4007 in case of cancellation (the Commission does not meet in the absence of applications). The HDLPC does not accept “walk-in” applications at meetings.
