WICKS LAW:

New York General Municipal Law § 101, known as Wicks Law, provides that when the total cost of contract work for the erection, construction, reconstruction, or alteration of a public building exceeds $500,000 or more, independent prime contractors must be used for the 1) plumbing and gas fitting work; 2) steam, hot water heating, ventilation and air conditioning work; and 3) electrical wiring and illuminating fixtures work. Separate specifications are required for each aspect of the project so that each may be separately and independently bid.

The City of Poughkeepsie, hereinafter called the Owner, is soliciting quotes from qualified contractors for the modifications to the Kidde pool drain at Pulaski Pool as described in the attached plans and specifications.  The Pulaski Pool is located at 162 Washington Street in the City of Poughkeepsie. Prevailing wage rates apply and certified payroll will be required to be submitted with each payment request.  Attached are the Owner’s Insurance Requirements applicable to the job. City of Poughkeepsie will need to be listed as additionally insured.

Receipt of Proposals: Separate sealed proposals will be received by the Purchasing Agent until 2:30 pm (local time) on May 22, 2019. All proposals shall be a lump sum quote for completing the work described per the attached drawings and specifications and shall be submitted in sealed envelopes marked, “CITY OF POUGHKEEPSIE, PULASKI KIDDIE POOL, MAIN DRAIN”.

A pre-bid conference for the Project conducted by the City Engineer, Greg Bolner, will be held on Monday, May 13, 2019 at 10:00 am at the Pulaski Pool.

Quotes will be reviewed and considered for award as soon as practical.  Work shall be completed by June 15, 2019.

Beginning immediately, sealed bids are sought and invited by the City of Poughkeepsie for the Purchase of One (1) FERRI TM 46 BOOM MOWER OR EQUALas set forth in the specifications prepared by City of Poughkeepsie’s Department of Public Works Department.

Project Description: 

The City is seeking a proposal from qualified firms for an Engineering Assessment of College Hill Open Reservoir Dam, a Class B Dam.  6NYCRR Part 673 requires owners Class B (Medium Hazard) dams to perform an Engineering Assessment (EA) of their dam on a regular basis.  The City is seeking proposals for this dam’s initial.  The New York State Department of Environmental Conservation’s Guidance for Dam Engineering Reports should be followed (DOW 3.1.4).

The Engineering Assessment and Report must, at a minimum, include the following:

1. Hazard classification evaluation

2. Complete Safety Inspection

3. Evaluation of the dam’s spillway capacity

4. Evaluation of the dam’s structural stability

5. Evaluate Outlet works (reservoir drain) capacity

6. Review of the dam’s Emergency Action Plan, and

7. Provide a conclusion as to whether the dam is in conformance with current dam regulations and safety guidance.

The assessment should determine the condition of the dam relative to the appropriate safety criteria. It should identify deficiencies and recommend, as appropriate, remedial repairs, operational restrictions, monitoring, and/or modifications. The assessment should also identify any analyses and/or studies needed to assess and determine solutions to identified deficiencies. The engineering assessment must be performed by a professional engineer registered to practice in New York State and possessing appropriate experience in evaluation of dams of type, size, and location to be assessed.

Experience and Qualification of Proposed Staff (25% of Total Points Awarded)
