RESTORE NY Public Hearing

A PUBLIC HEARING will be held by the City of Poughkeepsie, Dutchess County, New York, in the Common Council Chambers, City Hall, 3rd Floor, 62 Civic Center Plaza on Friday, September 16, 2022, at 12:00 PM, in accordance with the requirements of the Empire State Development’s Restore New York Communities Initiative (“Restore NY”).

RESTORE NY provides municipalities with financial assistance for the revitalization of commercial and residential properties. The program encourages community development and neighborhood growth through the elimination and redevelopment of blighted structures. The City of Poughkeepsie is permitted to submit only one application per funding round. The purpose of the public hearing is to discuss two potential applications to Round 6 of the Restore NY Initiative.  Based on its size, the City of Poughkeepsie is eligible to apply for up to $2 million. The City will partner on one of the following two projects/developers. Below is the Property Assessment List for each project, which is required to be published as part of the City’s Restore NY application.


Project Name: Scenic Hudson Northside Hub (RNY6-121794)           Developer: Scenic Hudson

Scenic Hudson’s major renovation and adaptive reuse project will transform a derelict former manufacturing site into a vibrant community resource. Located on Poughkeepsie’s Northside (55 + 58 Parker Ave), it will house Scenic Hudson offices; spaces for local businesses, meetings and community events in 45K sf of interior space; plus open parkland and parking. The project deepens Scenic Hudson’s roots in its hometown, and builds on the organization’s commitment to be an active partner to its community in revitalizing the Northside neighborhoods.

Project Name: The Newbury - 278-288 Main St. Mixed Use Project          Developer: Kirchner Realty, Inc.

Funding is sought to assist Kirchner Realty, Inc. to renovate 278-288 Main Street, Poughkeepsie, transforming this long vacant, blighted building in a distressed, urban center (and in an Empire Zone) into a commercial/residential/community hub. It will offer 24 comfortable apartments and 11,000sf of commercial space, transforming empty adjacent lots into a beautiful +/- 8,000sf plaza for outdoor dining and enlivening, community-building events. The building's repositioning will add a mezzanine level, a 5th story and commercial addition, totaling +/- 43,000sf. The dated facade will be replaced to mimic the original historic retail fenestration and 60+ window openings and two stair towers (one with elevator) will be built. he project has received all municipal approvals and is shovel ready. The large-sized 1-3 bedroom apartments will create stable residences in Poughkeepsie's urban core and will attract new residents, including families with school age children, as well as new commercial businesses and their patrons/clients.
