Budget Hearing on Proposed 2021 Budget – November 9, 2020

NOTICE IS HEREBY GIVEN that pursuant to Section 2.04 of the City Charter, the Common Council of the City of Poughkeepsie will hold a Special Meeting on Monday, November 9, 2020 at 6:00 p.m., and will be held via videoconferencing, (as permitted by the NYS Open Meetings Law).

BUDGET HEARING ON PROPOSED 2021 BUDGET: Monday, November 9, 2020, 6:00 pm.

Common Council Chairperson Salem calls a Budget Hearing for the Common Council to receive the Mayor’s draft proposed 2021 budget with narration for Monday, November 9, 2020, at 6 pm.

During this hearing, the Administration will present its proposed budget and be ready to answer questions from the Council. Following the initial budget hearing, the budget will go into the Finance Committee for a more detailed review, and the Council will convene to make modifications and to balance the budget before it is adopted by December 31st.

Until further notice, all future City Council meetings (including public hearings) will be held via videoconferencing, as permitted by the NYS Open Meetings Law. Due to public health and safety concerns, the public will not be permitted to attend at the remote locations where the City Council members will be situated. Common Council Special Meeting – October 21, 2020

NOTICE IS HEREBY GIVEN that pursuant to Section 2.04 of the City Charter, the Common Council of the City of Poughkeepsie will hold a Special Meeting on Wednesday, October 21, 2020 at 6:30 p.m., and will be held via videoconferencing, (as permitted by the NYS Open Meetings Law).

COMMON COUNCIL CHAIRPERSON CALLS FOR SPECIAL MEETING ON PROPOSED 2021-2025 CAPITAL PLAN

As we enter the coming months, the Common Council will be required to adopt a balanced budget for the City of Poughkeepsie and make approvals for the five year Capital Plan. In order to accomplish both of these aims, we will hold a series of special meetings and hearings.

Common Council Special Meeting – October 1, 2020

NOTICE IS HEREBY GIVEN that pursuant to Section 2.04 of the City Charter, the Common Council of the City of Poughkeepsie will hold a Special Meeting on Thursday, October 1, 2020 at 6:30 p.m., and will be held via videoconferencing, (as permitted by the NYS Open Meetings Law).

COMMON COUNCIL CHAIR SALEM DECLARES TWO SPECIAL MEETINGS TO HEAR AN APPEAL FROM AIA TINKELMAN ARCHITECTURE ON THE DECISION OF THE HISTORIC DISTRICT AND LANDMARK PRESERVATION COMMISSION DENIAL OF CERTIFICATE OF APPROPRIATENESS FOR 36 NORTH CLOVER STREET.

The Common Council is in receipt of a notice of appeal from a decision of the Historic District and Landmark Preservation Commission (HDLPC) dated December 12, 2019. Pursuant to 19-4.5(13) of the Code of Ordinances of the City of Poughkeepsie (the “Code”) any person aggrieved by a decision of the HDLPC with regard to a certificate of appropriateness, may within 30 days of the decision, appeal to the Common Council for review of the Commission’s decision. This section further states the review that shall be conducted based on the same record that was before the HDLPC, using the same criteria.

The Common Council will hear this appeal at two special meetings called for the sole purpose of either upholding the decision of the HDLPC to deny the applicant a Certificate of Appropriateness or overturn the decision of the HDLPC.

This session, the second meeting; will be for the Common Council to “deliberate” and/or explain its determination and to conduct a vote. A simple majority (5 votes) is needed to overturn or uphold the decision of the HDLPC.

PLEASE TAKE NOTICE that the Common Council of the City of Poughkeepsie, pursuant to Section 2.05 of the City Charter hereby convenes a Special Information Meeting on Monday, September 21, 2020 6:00 p.m., and will be held via videoconferencing, (as permitted by the NYS Open Meetings Law). The determination to uphold or overturn the decision of the Historic District and Landmark Preservation Commission’s (HDLPC) denial of a Certificate of Appropriateness for the proposed project at 36 North Clover Street requires thorough review and understanding of the Record of Appeal, the “record”. In our process of deliberation, it has come to our attention that the record needs further examination and review to ensure that it is complete/accurate before we render an official decision.

For that reason, we are canceling our session that was scheduled to occur tonight, September 16, and postponing it to Thursday, October 1, 2020, at 6:30 p.m.
