Board Members

Chairperson – Melanie Vetter

After a long successful career in New York City and Miami, Melanie returned to her hometown Poughkeepsie. Growing up in a small town with deep roots in the area gives her unique insight and pragmatic perspective on realizing the great possibilities for the City of Poughkeepsie.

Melanie has a distinguished career as an accomplished senior marketing executive most recently as Marketing Vice President of Norwegian Cruise Line and before that as Marketing Vice President at American Express Corporation. In addition to her experience with major corporations, she also has extensive experience serving the small business sector, launching a technology startup, securing startup capital and building a boutique consulting services firm.

Melanie also has a strong dedication to giving back to her community through public service and leverages her deep corporate experience to do so.  She developed a new Breast-Cancer Screening Program “Sister to Sister” for The American Cancer Society that attracted over 1200 Harlem area participants.  She also served as a United Way Board Member for Dutchess and Orange Counties.

Over the course of her career, Melanie has built strong demonstrated core competencies in customer acquisition, database marketing, product development, strategic marketing, and financial analysis. Melanie holds a Master of Business Administration from The Stern School of Business at New York University and a Bachelor of Science in Communications from Boston University.

Vice Chairperson and Freedom of Information Officer – Norman Smith

As a Long-Term Resident of the Hudson Valley, Norman recognizes the tremendous untapped potential of many of it’s once glorious towns and cities.  He saw an opportunity to leverage his strategic  business skills and experience to help The City of Poughkeepsie’s economic development efforts by serving a a member of The City’s IDA. 

Norman has built a career with extensive corporate experience in the high-tech sector.  As Director of Corporate Strategy at International Business Machines (IBM) Corporation, Norman pioneered new methodologies for strategy development and execution, market share growth, and greater profitability. Prior to IBM, he was Division Business Manager at Dell Computer Corporation where built the company’s first full server product line “ground up” and before that was Executive Assistant to Senior VP of World-Wide Operations where he oversaw ground-breaking initiatives and management system that produced the world’s most efficient low-cost supply chain.  Norman was also a Mechanical Engineering at Battelle Research and Engineering, a major Department of Energy engineering contractor, and as a System Engineer at AT&T Bell Laboratories.

Throughout his career, Norman has developed strong business acumen in developing business strategies, creating new product categories, managing product lines, supply chain management, and building business revenue and profitability. He holds a Master of Business Administration from Harvard Business School and a Bachelor of Science and Master of Science in Mechanical Engineering from Stanford University.

Treasurer – Randall Johnson, Sr.

Randy has been a resident of the Mid-Hudson region for over 35 years before moving to the area from Ohio to assume a position as a Lead Engineer constructing a major IBM Manufacturing Plant.  He has also built a successful professional career in Civil Engineering, specializing in major public infrastructure projects typically in the range of 100-600 million dollars.  He is currently a Senior Engineer for LIRO Group, a major Department of Transportation and Amtrak engineering sub-contractor.

Randy has a demonstrated passion and commitment for serving his community.  He has been a board member on the City’s Industrial Development Agency for over 4 years.  He has also served as a member of The City of Poughkeepsie School Board and is currently a Dutchess County Legislator, representing three of The City of Poughkeepsie’s eight wards.

Randy holds a Bachelor of Science in Civil Engineering from the University of Toledo, where he became and remains an active lifetime member of the Alpha Phi Alpha Fraternity.

Secretary – Nathan Shook

Nathan has been a resident of Dutchess County for nearly 40 years.  He attended local K-12 schools at Holy Trinity School and Our Lady of Lourdes.

Nathan is currently a Partner at the Law Firm of Giannasca & Shook PLLC, which he co-founded. Nathan’s legal practice specializes in Construction and Real Estate Law.  In addition to serving as a member of the City of Poughkeepsie’s IDA Nathan also serves as the Chairperson of The City of Poughkeepsie Zoning Board of Appeals.

Nathan holds a Doctor of Juris Prudence from Brooklyn Law School and a Bachelor of Arts in History from Marist College.

Legal Counsel – Harris Beach, PLLC

Harris Beach Attorney for The City of Poughkeepsie IDA – Pat Malgieri

With more than 20 years of experience, Pat is the Co-Leader of the Financial Institutions and Capital Markets Industry Team and Leader of the Municipalities and Local Agencies Industry Team. He represents a host of real estate developers, investors and commercial lending institutions, focusing on commercial real estate acquisitions, sales, leasing and finance. He also represents lenders and borrowers in corporate finance transactions, as well as municipalities and local government agencies in economic development projects and governmental law issues.  Pat holds a Bachelor’s of Arts from College of the Holy Cross and a Doctor of Juris Prudence from Cornell University.

Harris Beach Consultant for The City of Poughkeepsie IDA – Julie Marshall

Julie’s economic development experience includes preparation of federal, state and local funding applications, grant writing and incentive identification, and corporate regulatory compliance services.  Prior to joining Harris Beach, she served as Business Development and Loan Officer for PathStone Enterprise, where she helped small and micro businesses with on-going operations.  Julie also served as Director of Economic Development for Livingston County and Executive Director of the County’s IDA and LDC.  She assists the City of Poughkeepsie IDA with the preparation of the PARIS report and other client matters on an as needed basis. Julie holds a Bachelor’s of Science from State University of New York at Geneseo.
