RFP: Architectural Review Consulting Services (RFP-COP-03-21-01)

The City of Poughkeepsie Planning Board is inviting qualified architectural firms or individual licensed architects (hereto referred to as Firm or Architect) to submit a proposal for consideration to provide regular on-demand architectural consulting services for the architectural review of site plan applications submitted to the City of Poughkeepsie Planning Board. The chief goal is to improve the overall quality of the projects built within the City of Poughkeepsie through improved architectural design.

The purpose of this RFP is to solicit proposals for the retention of a qualified Firm or Architect to provide on-demand architectural design review of projects under consideration by the City of Poughkeepsie Planning Board. Applications that may require architectural review include but are not limited to (a) new structures; (b) façade renovations; and/or (c) at the discretion of the Planning Board, projects with additional complexity due to historic relevance, community interest, or important transitions between zoning districts.

Five (5) hard copies and one (1) digital copy of the proposal should be submitted no later than 2:00 PM, 03/31/2021 to:

RFB: Poughkeepsie Pedestrian Safety Improvements (RFB-COP-10-20-01)

Beginning immediately, sealed proposals are sought and invited by the owner, the City of Poughkeepsie for the Construction of Poughkeepsie Pedestrian Safety Improvements as set forth in the specifications prepared by the City of Poughkeepsie.

A pre-bid meeting will be conducted on site at Washington and Mansion Street on Tuesday, March 23, 2021.

Addenda will be emailed from the City to Bidders listed on the official Plan Holders List.  An emailed response from the Bidder, to the Addendum sent by the City will act as proof that the Bidder received the Addendum.  In addition to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum on page CS-1 of the Bid Form. Failure of any Bidder to receive any such Addendum or interpretation shall not relive such Bidder from any obligation under this Bid submittal.  All Addenda so issued shall become part of the Contract Documents.

Poughkeepsie Pedestrian Safety Improvements

All bids received pursuant to this notice will be opened and read publicly via the City of Poughkeepsie’s conference call system. Interested parties can participate on the date and time specified by using the call-in information provided by the City.

This Contract consists of the construction of Pedestrian Safety Improvements at 29 pedestrian crossing locations across the City of Poughkeepsie as detailed in the construction drawings. Prevailing Wage applies to this contract.

This is a Federal Aid Project and construction will be in strict conformance with all NYSDOT and Federal Aid Requirements and governed by the NYSDOT Standard Specifications Section 100 – General Provisions and Section 200 thru 700 – Technical Specifications dated January 1, 2021. 

There is a 6% goal for DBE participation.

There is no M/WBE language in the project.

Project EEO goals are 6.4% for minorities and 6.9% for women. The use of Equitable Business Opportunities (EBO) software reporting software is required on this project.

All contract work on this project must be completed by November 30, 2021. The maximum number of on-site days performing construction activities shall not exceed 130 business days between the issuance of the Notice to Proceed and November 30, 2021.

The bid proposal includes six (6) Bid Alternates. Specifically, the award will be based on the following:

  • The price of the Base Bid, plus Bid Alternate 1, plus Bid Alternate 2, plus Bid Alternate 3, plus Bid Alternate 4, plus Bid Alternate 5, plus Bid Alternate 6, will be used to determine the low bidder and will be basis of award; however,
  •    If all the bids for the Base Bid, plus Alternate 1, plus Bid Alternate 2, plus Bid Alternate 3, plus Bid Alternate 4, plus Bid Alternate 5, plus Bid Alternate 6 exceed the budgeted amount, then price of the Base Bid, plus Bid Alternate 1, plus Bid Alternate 2, plus Bid Alternate 3, plus Bid Alternate 4, plus Bid Alternate 5 will be used to determine the low bidder and will be basis of award; however,
  •    If all the bids for the Base Bid, plus Alternate 1, plus Bid Alternate 2, plus Bid Alternate 3, plus Bid Alternate 4, plus Bid Alternate 5 exceed the budgeted amount, then price of the Base Bid, plus Bid Alternate 1, plus Bid Alternate 2, plus Bid Alternate 3, plus Bid Alternate 4 will be used to determine the low bidder and will be basis of award; however,

  •    If all the bids for the Base Bid, plus Alternate 1, plus Bid Alternate 2 exceed the budgeted amount, then price of the Base Bid, plus Bid Alternate 1 will be used to determine the low bidder and will be basis of award; however,
  •    If all the bids for Base Bid, plus Alternate 1 exceed the budgeted construction amount, then the price of only the Base Bid will be used to determine the low bidder and will be the basis of award.

There are no residential or geographical restrictions on this project.

Where state and local requirements differ from federal, the federal requirements shall be followed.

Specifications and Contract are subject to provisions of Chapter 605, Laws of the State of New York of 1959, Section 103-A of the General Municipal Law.

The Proposal shall be accompanied by a bid bond or a certified check for five percent (5%) of the total amount of the bid and made payable to the City of Poughkeepsie.

The City reserves the right to consider the bids for forty-five (45) days after receipt before awarding any

Contract, and to waive any minor informalities in, and to reject, any and all bids or to accept the one that in its judgment will be for the best interest of the City.  All bids are subject to final review and approval by the

City and NYSDOT before any award of contract may be made.  Receipt of bids by the City shall not be construed as authority to bind the City.  

All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, and Lobbying Certifications.  This is a unit price bid as described in the Instructions to Bidders.  No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof.  

The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid.  The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract.  If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at

https://osc.state.ny.us/venrep/form_cca2.htm.

This provision, effective July 18, 2008, is an addition to the existing prevailing wage rate law, Labor Law

§ 220, section 220-h. It requires that on all public work projects of at least $250,000.00, all laborers, and workers and mechanics working on the site, be certified as having successfully completed the OSHA 10-hour construction safety and health course.  It further requires that the advertised bids and contracts for every public work contract of at least $250,000.00 contain a provision of this requirement. Rules and regulations will be promulgated and posted on the NYSDOL website www.labor.state.ny.us when finalized.

STATEMENT OF NON-COLLUSION:

Bidders on the Contracts are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.

APPRENTICESHIP PROGRAM:

The City of Poughkeepsie requires that any contractor or subcontractor have, prior to entering into a construction contract with the City of Poughkeepsie with a value in excess of $100,000.00, apprenticeship agreements appropriate for the type and scope of work to be performed, which have been registered with the NYS Commissioner of Labor in accordance with Article 23 of the Labor Law. Satisfactory evidence of registration with the New York State Commissioner of Labor by the deadline to submit its bid package for the construction contract on which it is bidding

OWNERS RIGHTS RESERVED:

The City of Poughkeepsie expressly reserves the right to waive any irregularities in or to accept any bid or to reject any and all bids or to award on any or all items as the interest of the City of Poughkeepsie may appear to require.

NEW YORK STATE OSHA 10-HOUR CONSTRUCTION SAFETY AND HEALTH COURSE S1537- A:

This provision, effective July 18, 2008, is an addition to the existing prevailing wage rate law, Labor Law §220, section 220-h.  It requires that on all public work projects of at least $250,000.00, all laborers, workers and mechanics working on the site, be certified as having successfully completed the OSHA 10-hour construction safety and health course.  It further requires that the advertised bids and contracts for every public work contract of at least $250,000.00 contain a provision of this requirement. Rules and regulations will be promulgated and posted on the NYSDOL website www.labor.state.ny.us when finalized.

This project is being funded in part by the EFC – Environmental Facilities Corporation. All work under this contract must comply with the requirements of this funding source, and may contain special monthly reporting procedures.

There is 20% goal for MWBE participation.

Each bidder must deposit with his/her bid, security in the amount of not less than five percent (5%) of the base bid in the form of a certified check made payable to the City of Poughkeepsie or a bid bond subject to the conditions of this proposal. Performance and Labor bonds are required upon award.
